1. Check all battery connections.
2. Load test the batteries, they may need replacing even if they are new
3. The charger has an inhibitor in it. That means if you don't have enough voltage going through it, it won't even turn on. We think that just because we plug it in it will work, not the case.
4. With a multimeter set on 200dc red lead to red terminal on one battery and black lead on the other. You should get a reading of at least 20 vlts dc. If no reading put the leads on the other terminals. Once you get the reading plug the charger in to see if the reading increases. If it does the charger is good. if not replace the charger. You will have to charge the batteries on a car charger to get them to 12 volts each.
5. If none of those work check the continuity of the front to rear harness. replace if you have a dead wire.
6.Lastly and most costly. your controller may be bad.

I do not know how old the batteries are but understand that they were not charged for a year but charged OK when put on charge last week. My father used the machine for one evening and all day without problems and noticed that the battery power indicator fluctuated with the speed he was going at.
My father took the battery off the machine to charge overnight and the charger light went from red, amber to green. But when I put it back on the scooter, it does not show any battery strength, the power light does not illuminate and the horn does not work. When I put the battery back on charge to test, it goes from amber to green in about 30 seconds. The battery fuse is OK. Are there more? The wires and connections appear OK but I did not have my multimeter with me to test the circuit.
Does this give any further clues?
With the new information it is definitly the batteries.
Replace them.
When batteries set that long you cannot keep them loaded ever. Even when you charge them with a car charger. THey may look like they have enough coltage but under load they die fast.
This should fix the problem.

This makes some sense but I do not understand how my father was able to get several hours use out of the batteries but they didn't show any strength on the power indicator etc. after a night of charge the next day; the scooter didn't move at all. I was expecting the scooter to show some response even if the batteries couldn't hold much of a charge.
When you have changed the batteries and the problem still exist write me back. But I know batteries are needed even if there are other problems. If you don't get a needle indication of battery strength tap on the meter, sometime they stick.

Thanks. My father took it to have a quick check and it turns out that the lever switch unit failed - not sure why that stopped the power light coming on etc. but it was fixed - it costs approx $50 / £35 for the part and fitting.
The batteries were tested and showed approx 80% of life left (not power level but capacity to charge); not bad for batteries left untouched for a year.

I am not sure of the age of the batteries - I bought the machine from a neighbour. The machine had been kept in a shed for a year without being charged. He charged the batteries for me and the machine worked well when tested and for the first day that my father used it. My father noticed that the battery strength indicator fluctuated as the scooter went faster or slower but was able to use the scooter for approx 0.5 mile and several hours of short movements around a garden during a party. He took the battery off the scooter to charge up that evening as he wanted to use it for a full day but when we put it on the machine, it did not register any charge on the indicator, the light did not illuminate and the horn did not work.
When we put the battery on charge, the light on the charger turns from red to amber to green in about 1 mins (after a full night's charge). The battery fuse is fine - is there another?
I did not have my multimeter to test the circuits or current but does any of the above give any more clues?
