Turn it until just closed (fully in) then back it off 1.5 turns. Yuo will have to dial it in again...
For one screw type carbs... turn the H screw until it runs MAX speed and will idle.
For 2 screw carbs H & L screws adjust the L screw first until it idles and does NOT stall or hesitate when you MAX the throttle. Then adjust the H screw until you get MAX speed. Re-check for hesitation or stalls. Re-adjust L screw if necessar and dito for the H screw after re-adjusting L screw.
NOTE make minor adjustments each time.. not much more than the width of a screwdriver blade. Your final adjustments should not be more than 1/4 turn from where your started.
Set idle speed screw stop last on the top of the carb to get a decent idle.
This should get you going.

I couldn't find a parts breakdown for your exact model, but on the ST-185, the clutch is optional. If you can remove the handle from the front engine cover (probably 4 Torx screws) and look inside, there would be a round 4" or so metal drum with the clutch inside right near the front of the cover. It is not hard to spot. Post back if needed.
If its built into the carb, 2 screws and a cover plate hold it in place. If it is externally mounted, if you look at it closely, you will see it may be snapped into place in the cover its in. Small engine shops and Ebay have the replacements.
I always understood that the rule of thumb is to back out 2 1/2 turns. That is the starting point for any other adjustments, but if it still won't start, then the carb adjustment is not the problem. Check spark and fuel delivery.
