Possible solution, I have had this problem recently ,it was a Aquasoothe scooter,Both batteries were not accepting charge. Had been installed 2yrs replaced back to normal

This could be the charger socket is worn and not making a good connection when charging or it could be the charger itself at fault. Now you have changed the batteries, I presume new and both the same type, you need to look at the charging side.

No, you don't need to turn on the key to charge. Just plug in the charger and turn on the charger if there is an on/off switch on it. The charger indicator and the scooter meter will read full when the scooter is fully charged. Hope this helps.
