It is possible the radio was "password" protected by the dealer who originally programmed the radio. If this is the case, you will need to find the original dealer who sold the radio to find out the password. OR you will need to send the radio to the Motorola factory repair depot to have them clear the memory of the radio. (It is not something the local Motorola dealer can do.)
