That is simply your dual water control valve found on the back of most refrigerators. If I had your model number I would be able to point out the part number and location. Here is what happens. The water valve begins to slowly leak water that comes to the ice maker when not needed. It moves slow enough that it begins to freeze solid inside the fill tube to ice maker and when the ice maker calls for water there is a big chunk of ice in the way and the water goes everywhere but where it should.
