I dropped my lg env touch from about 2 feet onto a linoleum floor. The phone isn't cracked, but it won't power on. I've tried removing/reinserting the battery. Any possible solutions besides a replacement would be greatly appreciated.

have you tried "goo off" ? you can buy it at your local hardware store

Remove its battery cover, battery, SIM card and memory card, give your device some good shakes, in order to try to expel as much water as you can, and leave everything resting for, say, one week. Then, shake it a little bit more, trying to see if there is no more water left there. Join everything together again, cross your fingers and turn your device on.
There is no assurance that it will work, but I really hope it comes back to life. Otherwise, you'll have to send it to LG to be serviced.

I have an enV Touch as well and I dropped my phone, cracked the screen. So I ebay-ed "replacement screen" & a few popped up. I don't know if they work, but they are out there.
