I am glad to HELP YOU!
If your operating system is outdated all you have to do is to allow your system to search & get updates.
To do so just go
START > CONTROL PANEL > SECURITY CENTER and there enable the AUTOMATIC UPDATES or go directly to WINDOWS UPDATES and check for updates manually.

useful Windows Tips
For immediate
results in fixing the date and time on your computer, double click on the
taskbar at the bottom of your Windows screen. This is located on the bottom
right-hand corner of your screen. The date and time control panel on your
computer will automatically open.
Adjust the
Properties
Double click the clock. A smaller date and time properties menu will open as
soon as you have double clicked on the time at the bottom of your Windows
computer screen. To set the date and time on your personal computer, the
process is quite simple. You can use your mouse to click on the correct day,
month, and year. You will also see an image of a clock on the right-hand side
of the properties menu that will display the corrected time that you have
entered. When you are pleased with the corrections, simply click on the OK
button on your computer screen. Most modern computers automatically adjust for daylight savings, but
several older models do not. As a result, you will need to update the time as
mentioned.
Time Zone
Adjust the time zone on your computer by clicking once on the time zone tab
that is displayed on the same properties menu that opened when you clicked on
the clock at the bottom of your computer screen. To set your time zone, you can
choose the correct time zone from the drop down menu. Use the small arrow to
show the options in the time zone menu on your computer. Once again, you can
click OK when you are finished. If you choose to have your computer
automatically updated for daylight savings, then be sure that the small box at
the bottom of the time zone menu is checked.

Please let me know what system you have(make and model), and I'm guessing you are running Windows XP, which is really not out of date. Let me know what you want to do and what is not working.
