You have two choices: The cheapest option (if you buy a used machine): You can get a second computer with Windows 7 or an older version of Windows installed that does support the Canon 8000F. Alternatively, with a computer with more than 4GB of memory and a CPU that supports can support a virtual OS to buy 1) an upgrade to Windows 8.1 Pro and 2) a Windows 7 license and DVD. (This will cost at around $200 for Windows 7 Home Premium and the upgrade.) Then you can add the Hyper V feature and install Windows 7 as a virtual OS with at least 2 GB of your memory assigned to virtual OS. Install the scanner in that virtual computer.
Your problem is they don't have a 64bit driver. You need to contact Canon Technical support on their website and ask if they have a 64bit driver available yet or even a beta driver you can use. Most likely it will be you CCD, Yes it can be replaced, Please find below your service and repair manual, with this you should be able to isolate your issue and effect repair. However do bear in mind though, that often, for whatever reason, it can cost as much to repair as to get a new one.
