Try a System Restore.
You can do this in safe mode.
Click Start> right click My Computer, from the dropdown menu select Properties. In the new window that opens select System Restore from the top tab on the left, now follow thye wizard to restore you machine to a date and time before this problem started. If you can see one in the list of dates available select a System Checkpoint.
You will need your original installation disk or a disk that matches your COA sticker on your machine NOT a recovery disk.
Using an original Windows installation disk you can do a repair/install without loosing any of your personal files, after the repair you will have to reupdate all your updateable programs like Windows and Antivirus software.

I have tried several different dates, and while it starts to go, it never completes funtion
