You can try deleting the file while your in Safe Mode. Try booting your PC in Safe Mode first and then delete the file. If it still does not work, the best thing would be installing a third party application like Unlocker to actually delete the file. Unlocker can be downloaded here:

You have accidentally selected lock option.You need to select unlock option for the same. Press the menu button and then press right/left button to select the protect menu. Then you need to select unlock and that would turn off file protect.

You
have to unprotect it first. It's a bit confusing because the menu item
probably only says "Protect..." but it also takes care of unprotecting
too. Go into the menu for "Protect..." and navigate to the protected
one. Whatever button you press to switch the protected status (it's the
SET button on my Canon) you can use it to turn the protection off as
well. When you exit the protection mode, you can delete it.
Update! I just tried this on a Samsung S630 - hopefully the process will be similar for you (the camera certainly looks the same). You have to be in playback mode. Press the menu button, and go to Playback. Move to 'Protect' and select that mode. You can navigate through the pictures, and on mine, T(elephoto) locks it, and W(ide) unlocks it. In any case, the on-screen instructions should tell you what key it is.
If this doesn't work for you, don't mark it unhelpful (yet) but say so, and I'll find a user manual for your exact model.
The most common cause for telling you that the card is locked is having the tiny slide switch on the side of the card in the wrong position.
- see photo below: Set the lock slider to locked or unlocked.
The down position will enable write-protection, locking the card.
The up position will unlock the card, enabling you to save and erase data on the card
Is the slide switch on the side of the card in the unlocked position? If so, try this...remove the card and the battery...press all the buttons...leave it alone for 20 minutes...insert the card and then the battery...turn it on.

Right click on drive (MEMORY CARD)
Select properties
Confirm that RO (Read Only) is not selected.

Try deleting files

[SEL. IMAGE] or [ALL ERASE], but they are all erased by
formatting.
• Go to Playback mode in the camera. Select the picture to be unlocked with the left or right arrow buttons, and to remove the protection select ON with the up or down arrow button.
