The waste toner box is empty but the message on the displays says empty the waste toner. I have cleaned the neck of the bottle and this has not worked. Where is the sensor for this container?

E000019-0000 is "waste toner box full" error message. It can be reset by removing and cleaning the waste toner box.
What is Waste toner?
Some amount of toner still remains on drum even after image has been transferred to paper. This toner is not reused and sent to waste toner box instead. When waste toner container is full, E000019-0000 displays on the display panel to alert the user.
Where is Waste toner box?
Location of the container might be different for each model. In Canon IR 2200, it is located on left rear corner, just behind the cover. Dispose off the toner and clean the container thoroughly. Don't forget to clean the neck area of the bottle. After reinserting the container, restart the machine and error E000019-0000 should have vanished.

the error code for full waste toner is E019. To solve the problem, as you know, you need to clean/empty the waste toner box.
To do these:

On left side way of copier, in lower left angle, there is plastic cover with one screw. Unscrew and remove the plastic cover, then pull out to remove waste toner box. Empty it! With piece of clothe, clean the "neck" of the bottle, because on round inserts on neck, is where the sensor reads the FULL or OK state.
Put it back in and turn off and on the copier.

Lets start with a reference,which will be standing in front of the copier. Ok,using this reference the waste toner bottle is located on the left side of the copier at the the lowest point of the left side almost at the back of the copier. If you have a stapler/finsher you will need to un-dock it from the copier and slide it away as far as possible, It need not be removed. Now you will have located a cover with one screw. Remove the screw and remove the cover.You now see the bottle.It has a handle so slide it out being careful not to spill it. You can of course pour the waste toner into a strong plastic bag,taking whatever cautions you see fit as you have one hell of a potential mess if not handled carefully.Once the bottle is empty, please notice the neck of the bottle. The way the copier "knows" the bottle is full is by sending a beem of infrared light thru the neck of the bottle. When the waste toner fills the bottle to the neck and blocks the beam of light the copier knows the bottle is full. My point is make sure you clean the neck of the waste toner bottle (if you look closely you will see the "windows" the light travels thru) by using a Q Tip or tissue. If the "windows" are clouded the copier will think the bottle is still full even though the bottle is empty. Does that make sense? In other words you could put a brand new waste toner bottle in the copier with black tape around the neck of the bottle and the copier would say the bottle is full.So now that its empty, and the neck is clean, replace the bottle and the cover.Turn off the "main power switch" located on the right side towards the rear of the copier.Wait a sec, turn it back on and you should be in good shape.Take care and let "FIXYA " know if I helped please. This is a code for the waste toner bottle being too full. The copier usally displays that the waste toner is getting full and needs to be dumped. But if the customer ignores this message for too long it goes into this code. Empty the waste toner bottle behind the front door. Be sure to clean the neck of the bottle also. Reinstall the bottle and power down the copier and turn it back on. Things should be OK then.

The waste toner bottle can be emptied but you must clean it out with COLD water after you have emptied it...NOT HOT.
The machine "looks thro" the neck of the bottle to tell if its empty or full so if you empty the bottle and put it back on "dirty" then the copier might still think its full!!

So, you need to do next:

Because of statics and plastic bottle, the toner is collected on bottle neck, where is two circles. Even if bottle isnt full but the neck of bottle is dirty the error will occure.
Clean the neck with dry cloath, and then with some antistatic detergent, this will take care of the bottle.

But more permanent solution is to disconnect the waste toner sensor. You will see it above the waste toner bottle.Its a white connector with wires. Pull it out.
But then you need to take a very good care of amount of waste toner in bottle, because if it gets too full it could broke the waste toner gears. So that means that you must every time when you replace the drum, empty the bottle too.

Remove the small cover on the lower left hand side( one screw only) and remove the waste toner bottle and emptied it ensure that bottle neck is not clouded with toner otherwise even the bottle is empty still it will detect waste toner is full .hope this will help

 Remove the left rear side cover waste bottle is in the left rear corner of machine ..make sure to clean the neck of the bottle really good it uses sensor to know when full, if toner deposits stay on neck of bottle it cant see threw it so still thinks it is full, Toner is messy stuff, empty with care, while you are there locate the sensor that looks threw the neck and clean that too. You just saved 100bucks!!
