I have an RCA F31672ET and it works perfectly on channels 51 to 98 but will not recognize the rest of the spectrum. I am on cable. Thanks.

Depends on how your cable provider is distributing the TV channels.
Channel 100 is the line into the Jumboband, and most providers don't distribute analog cable beyond channel 99 since it requires a different type of amplifier. They will generally use Digital Cable for higher number channels, which would require a converter box.

Make sure you are selecting the correct input channel, and also make sure the yellow video cable is disconnected from both items. The two cables do not need to be connected in fact disrupt signal when they are.

Most likely you have a bad flyback transformer and shorted horizontal output transistor. The whistling sound that you hear is the power supply telling you that it has a short in one of the circuits it powers. Most likely the circuit mentioned above. Stargazer

what about broadcasts? Are you able to view TV stations? If yes, try checking the RCA cables, and also if they are plugged fully into the sockets.
