If all the USB ports are not working, this indicates that the USB controller circuitry on the motherboard has gone faulty. If you can however get one port working, you would be able to use an expansion card with usb ports. To rectify the USB controller problem, you would need to have the laptop checked by a technician to trace where the fault lies.
Check to see if one of the USB ports is damaged. Sometimes they can be damaged and have connections touching the outside metal of the port which actually grounds the connection and will cause the other ports to not work either. If it is connected then use a flat tip screw driver (*with the machine off and battery out*) to make it not touch the outside of the usb port and try "other" USB ports that aren't damaged and see if it works. If it doesn't then you are looking at needing a new motherboard. Locate your closest ASP and take in for service, you can find them at support.toshiba.com.
Check it on another computer. if it still doesnt work then your backup
is gone. if it does work maybe you should take it in. also try other
accessories in that same port. if other stuff doesnt work then you'll
probably need to fix the port. also check the drive on any USB ports in the back of you
