    A) Observe Anti-Static Precautions. B) Remove ALL power to the laptop. Remove the AC adapter (Charger), and Battery. C) Open the Memory Compartment Panel, (Located on the bottom of the laptop), remove all Ram Memory modules, ('Stick/s'), and then clean the gold plated contact pins with a pencil eraser. Remove all eraser dust with air, then reinsert the Ram Memory module/s. If you do not know the procedure for this please state in a Comment. We'll start with this part of the diagnoses. Toshiba Satellite L355D-S7815 had windows 8, opened up laptop and cleaned all the dust out and now when i turn the laptop on it shows the Toshiba screen but no F2 or F12 option's.

What you are talking about is called no POST. You either shocked the cmos and the bios wont load or something is not hooked up right.

I use Toshiba Satellite L310. When i starting on the computer, i didn't see any command key to get into my computer BIOS. I just see a TOSHIBA logo.

Normally it's F2 to get into the BIOS, F12 to getr into the BOOT order menu. If you get problems loading, check that the LAN/Modem is connected (if it is wired), as the computer may need that items authentication before it will load Windows.

Wont load windows got a black screen with a flashing under score in the top left hand corner f2 and f12 beep when I push, then

Most likely a hard drive issue. Might have a corrupt boot sector, might be a failing hard drive. Remove HDD and see if you can boot to a windows CD, if you can then the issue is with the drive.

My laptop won't boot up properly. It gets to the screen with the dell logo and the loading bar but the bar only fills about 3/4 of the way. It also begins beeping as soon as I turn it on. I tried to push...

Your RAM may be bad the beep is a bios checksum error letting u know that the CPU or RAM did not pass its test. It will not allow you to to get past the preboot test until it passes all its test. Replace the ram and u should be ok again.

I had a Thoshiba Tecra A3 Laptop nwhich is not loading OS

When you hear about the long beep it is a RAM problem which is not totally inserted. You need to check the RAM remove and reinsert it again and try to power on.
