First, I want to make sure you understand Windows 7 is an operating system just like Vista is an operating system. When you install it, you will not be using Vista again. I also STRONGLY advise you not to install it over Vista, but rather as a clean install (freshly formatted harddrive). Installing over Vista has led to numerous problems.
Second, Microsoft has not released the final version of Windows 7 and when they do, they will expect you to pay for it. In the meantime, if you want to try it out, you can download the "release candidate" version and install it, but it will cease to operate beginning March 2010 and stop altogether in June 2010. This really should be for testing only.
If you want to have the permanent version, you can buy it (no downloads) at retail stores or online beginning in October.
