Go to the start menu, go to the control panel, and then click on the one labeled "mouse" and go to the "buttons" tab and slow down the double-click speed until it doesnt do it anymore.

Restart your computer, press and hold CTRL until you receive the Windows Startup menu, and then choose Safe Mode.2.
