Is it in a 1, 3, 2 beep pattern (beep....beep, beep, beep........beep, beep)? If so, the memory is either not seated well or may be bad. Try reseating your memory. If it continues, try with one stick at a time just to see if it will boot up with a display.
Try and connect to an external HDMI monitor/tv and see if you get a picture. If not it is proabbly an onboard graphics issue with the system board which will require reaplcement.
There should at least be a message on the monitor indicating there is no
signal coming to the monitor. The first thought that comes to mind if
all is connected would be that the power supply has failed. And maybe the graphic card.
Call also the DELL support in your country they will be glad to help and they probably know the fault.
Flashing blue light is harmless - it simply means the Identify button has been pushed. There is a small button with a white, cursive 'i' on the front and back of the server - pressing this will make the light flash blue (or make it stop).
Go to Dell's support site and view the manual for the 1650 for an explanation of the beep code - identify the pattern of the beep.
If you are still able to get to Windows, use OpenManage Server Administrator to check the Hardware logs and RAID array.
This usually means there is a problem with your keyboard connection at the mainboard end. If you keep getting this error and you can not use your input devices, you will need to replace the board.
Write down the exact number of beeps and how long they last to find what the error means. The are call BIOS post codes and they resemble Morse Code. (ie. one long, 3 short, 2 long = RAM issue) Good luck!!
