1 - Use your old computer to download software so you can retrieve your Windows KEY, unless there is a sticker on your computer that has it printed.

also disable any advance features (check with toshiba if you have any.. .and make sure your driver is updated before), lastly play around with the settings (make sure the driver is updated before doing this)

About the software, by default it should connect directly to the internet but it you are using a specific proxy server then you would have to configure the way it connects to the internet. If you are sure it's direct, then you would have to repair the software by re-installing it.
With the burner, it's possible that the lens is weak. Try cleaning the lens using a lens cleaner. If it persists, try updating the driver. Every burner has a number of read and write times so the more you use it, the weaker it becomes and when it gets to it's limit, then it would not function properly again.
About the system restore, it you are even able to take your system back to the way it was when you purchased it, everything you changed will be lost. If you have a problem, try repairing your operating system.
