Yes the coolant sits in a chamber which is attached to the face of the picture tube, and the image has to pass through that coolant. and eventually the coolant gets a algae type growth in it and gets congealed and brown and the resulting picture will get dim and wont focus and colors will be affected and you can even get glowing halos around objects. The green and blue colors are the first affected red takes longer.

Check the CRT fluid in the blue and green CRTs. It should be clear. These sets have problems with the fluid getting cloudy and hence letting less light through. It also gives it a dull picture look. If the fluid is cloudy, you will have to remove the CRT and replace the fluid. Then re-align the CRT via the convergence in the service menu.

If your unit is older it most likely needs the lenses, mirror and screen cleaned properly. As far as changing the water, the unit does have a special coolant between the lense and the CRT face to help cool them, but the system is sealed and should never need changed unless there is a serious problem.
The CRT fluid in the blue and green tube are most likely clouded. The set is still good. You just need to replace the fluid. Check with the site www.TvRepairkits.com - they are working on developing a fluid kit that includes a photo instuction quide.
Yes, Convergence settings should be tried first before any color adjustment or any fluid changes are done. Remember that there are 3 colors to notice. Red, Green, Blue. The Green is the only one that you can not move with an adjustment The Red and Blue is ligned up on green. Some cases it does matter how linear the Green color is across the board, just how close you get the blue and red on top of green is what matters.
sounds like 2 different problems here.
first problem sounds tuner related.
second sounds convergence related.
third issue (cost effective to repair ?)
at this point i would replace the set.

If it doesnt solve your problem, the fact that you are getting different quality from different crt s suggests that they could be the root cause - see if you can get the part number, and get a price you may find it is cheap enough to be worth trying - check also the power supply - poor voltage output can sometimes cause these type of symptoms.
