Repeated, unwanted popups are usually the result of spyware (90% of the time), or viruses or other problems (the other 10%).
I highly recommend Norton Internet Security (NOT plain Norton 'Antivirus') as an all-around solution for the average computer user, but you can also remove most popups with some
free programs:
MalwareBytes AntiMalware (best SPYWARE remover)
Avira Free AntiVirus -or- Microsoft Security Essentials -or- Avast Free Antivirus (decent VIRUS removers; not nearly as good as Norton, but they are free and remove 80+% of viruses).
One product cannot fix/remove all spyware and viruses these days. I personally use Norton + MalWareBytes , and occasionally run Super AntiSpyware free edition as well.

http://www.download.com (be sure to read all screens during installation, and opt OUT of any additional offered software). Be aware that some are completely free, while others are 30-day trial versions.
PS: always say NO to any "toolbar" installations that come with ANY program you install... especially online games. I use NO toolbars other than those from Yahoo/Google/Norton. Third-party browser toolbars are a huge source of spyware/malware.
