ok you have two fuel lines coming in from tank the one that has the fuel filter atached inside should go to the top & the other is just the return line try that & let me know if it helps wade at email@example.com

Did you replace the gasket (item 15 on the linked document) when replacing tank and lines, if you didn't and the old one has been torn it could be sucking in air, also the 4 carb mount screws need to be of equal tightness

Spray starter fluid in the air filter. This should work.
