If you are talking about the drum units in a laser printer cartridge, no fluids at all should ever be used as they will cause the toner to clump up creating even bigger problems for you. You can gently clean the drums with a clean lint free cloth but you must be very very carefull to not scratch the drums or you will create a print defect that is permanent.

Depending on where the problem originates, this could be a bad wiper (cleaning) blade, faulty corona, or incomplete fusing.
It is easy to determine where the problem is located: Interrupt a printout in mid-stride (where part of the paper is between the toner/developer and fuser. If the un-fused image has ghosting, it is a fault in the area of the drum
