If this is a fairly new printer and you haven't had it that long the issue is likely very simple.
When these units ship
they come with starter cartridges which don't last very long.
You likely simply need to replace one or more of the cartridges.
How often you need to change the cartridges depends on how much you print, and how much of the page you cover.
Don't forget, when a toner specifies that it's good for an estimated X number of pages, that's rated at 5% coverage.
If you are printing full bleed (edge to edge) photos on 8.5 X 11 paper, that estimate drops by a factor of 20 !

There isn't such a thing as a cleaning cartridge. I was referring to replacing the toners, most specifically the black cartridge. The unit will print a cleaning page when the black toner is replaced.

These printers rarely need to be cleaned, but when they do page 35 of the service manual has the procedure.
A copy of the service manual can be found here:http://pocagentesabe.com/delivery/LaserJ...
any other questions you may have about the printer will also be in the manual, such as how to change the cartridges, get cartridge life printouts, etc.

I have a small oil leak but when I check the dip stick doesn't seem to be going down is there a separate oil like maybe the tranny

Most of the fluids in a vehicle are oil based. Transmission, brakes, engine, clutch, power steering are all oil based. You need to use a white cloth to check and see what color it is. Red is transmission, brown is engine, brake fluid is clear.

Dirty whites

probably your soap, or there is a soap contamination issue......run the machine without adding any clothing to it and see if it suds up or not....I'm suspecting you'll get suds...a little to a lot......if I'm right, then turn it to hot, and add a half gallon of white vinegar to it and let it cycle thru....repeat that for one more cycle...then test the machine one more time for suds without adding any cloths or products to the wash......if the suds are gone or just reduced, then keep repeating til the water runs clear
and to clean the dirty whites, try washing in cold water first, then hot..and obviously the whites with just whites, no colors allowed.
once you clear up the extra suds, try CHARLIES SOAP....it workd great and helps keep the machine clean

Picture dim with red and blue cast already cleaned lens

Was the mirror dirty or damaged? If it wasn't I would try to use auto convergence. It should fix your problems. If it still seems a little dim adjust the colors in the menu.

Hp 4550 vertical line down center of page

From the service manual:

Vertical lines or streaks
Check for a leak where light might be entering the printer.
Check for circumferential scars on the photosensitive drum. If scars are present, replace the
drum cartridge if the line goes through all colors.
Check for circumferential scars on the upper fusing roller. If scars are present, replace the upper
fusing roller if the line goes through all colors.
Remove the imaging drum and inspect main charger or imaging drum for a contaminant, such as
a fiber, if the line goes through all colors.
CAUTION Do not expose the imaging drum to light for more than 15 seconds. The drum is light sensitive, and
exposure to light can cause permanent damage.
Vertical black lines
 The toner cartridge is defective.
The toner cartridge is not seated properly.
 The fuser entrance is dirty.
The fuser has scratches on it.
This might be a repetitive defect. If so, the lines will repeat at a consistent interval down the page.
The printer needs to be cleaned.
There is a problem in the heating element.
Vertical white lines
If white lines or streaks appear only in the black areas of the printed media, print several
configuration pages to clear the anomaly. If this does not clear the problem, check the sleeve
surface to confirm the defect, then replace the black toner cartridge.
If white lines appear only in a particular color, try printing several configuration pages to clear the
error. If the error does not clear, check the sleeve surface to confirm the defect, then replace the
defective toner cartridge.
There is a lack of toner or the toner cartridge is faulty.
There is dirt in the laser path.
 The fuser is defective.
A mirror in the laser scanner is dirty.

Always with this printer 'engine', try your 'suspect' cartridge in another 'known good' printer, and a 'known good' cartridge in your printer.

If the problem follows the cartridge thats were the problem is.

If the problem stays with the printer, again, thats where it is.

2 new bulbs, still dim picture

It could be a dirty projection lense or the light engine is malfunctioning by a slipped lense in front of the color wheel or the light engine is dirty it self. They are not two hard to take out if the mounts have set marks on them then it is easy to put the engine the way it was.
