Floppy Drive Message: "Insert Disk in Drive"

I'm getting a mesage when I try to access the floppy drive, "Insert disk in drive." There IS a disk in the drive! BIOS is setup so that the first disk to boot from is the floppy. With a disk in the floppy at boot-up, the floppy is not recognized. when i have a floppy disk inserted in the drive and try to read it I get the message please insert disk in drive. When I reboot the computer it will recognize the disk but after awhile it will give the same insert disk message.
