Have you turned off your computer and turned it back on? If not, then try that first.
(This might not work for you) Also, if this is a laptop, try taping Fn+F7 a few times, the mouse settings might be toggling between different configurations, you need to find the configuration that works for you.
If that does not fix it and this problem is on a laptop, you will need to go to the laptop manufacturers website and download a new "touch pad driver".
