Question about Pool & Spa
With the breaker for the pump off, Remove the spindle cover at the back of the motor and make sure it spins freely. If it wont move then the pump will have to be taken apart to see what is obstructing it.
If it does spin, then replace the capacitor mounted on top of the motor itself. This can shock the bejeezes out of you so make sure the breaker to the motor has been off for several minutes and be careful! They cost about $20.
If this does not solve your problem than its time for a new motor!
