and have the serial number of the switch handy. have the switch plugged in and running and have a laptop and a console cable ready before you get HP on the phone. If it comes down to being a problem with a part they will either send you the part you need OR the whole switch depending on what the problem is with the switch. Most PoE faults are power supply problems. if your switch has more than one power supply be sure the connect both of them to power as HP POE switches that have more than one power supply, 1 power supply gives power to a certain portion of ports and the other power supply will give power to another portion of the ports. This is likely a config problem on the NEC or a hardware/software issue on the NEC. Do a Wireshark capture on the NIC on both ends. Examine the RTP streams and see if they are intact. You may have to decode the stream from UDP to RTP depending on if it is a peer to peer call or if it is going through the 8100. Plenty of documentation on how to do that at Wireshark's website.

Yes, the switch provides what you need for the 12 PCs. As far as the POE IP phones, they will work only if powered by another source. The switch will not feed them power. A larger switch such as a Cisco with POE blades would be needed.
