Are you using workplace/ college/ school computer network? If so, they have some sort of policies to apply for the internet use in their network. If you think you need to use youtube, just let administrator know, they will unlock for you.
There is proxy setting to block the website you want to access or it could be set up on privacy tab on your IE. But also have the way to get out of proxy setting, you can search on the web for that, such as: google bypass proxy..ect.But you are about to break the rules at your community and you do it with your own risk.
