Question about Electrolux Twin Clean Bagless Canister Vacuum
If you mean 'it will not turn on, only hiccups and blinks its lights, turning the filter does not (or at least not reliably) turn on the machine, nor does pushing the power button' the cause might be the controller board which sits between the filter holders in front of the machine. On that controller board you'll find a large-ish HQX (or similar) 1uf capacitor which is part of the power supply for the microcontroller (MCU, underneath the board). That capacitor might have lost so much of its capacity that the power supplied to the MCU goes below spec when the motor starts drawing power, leading to a reset.
Replace that capacitor with a similar or bigger version and it might just work again. In my machine I replaced the 1uF HQX X2 (250V~'275V~GMF) with a 2uF SHW 250V~ ripped from an old fence charger and the machine came back to life.
The large capacitor on the right side of the board is the one I replaced.
While you're at it, check the soldering on the controller and sensor boards and reflow anything which looks suspicious, there were a few cold joints on the sensor board on my machine which caused intermittent problems. Also clean the vacuum tube between the pressure sensor (on the left side of the machine) and the air intake (on the right side) and blow out the dust from the nipple which that tube connects to, on the right side of the machine in the air intake duct. You might also find the rubber hoses used to connect the tube to the pressure sensor and the nipple to have grown so much in size that they do not fit tightly. I solved this by pushing some insulation sleeve (ripped from an old wire) over those nipple.s, this makes those connections air-tight again.

Cleaning th exhaust filter may help. There are two exhaust filters. The standart filter which must be cleaned every 5-7 years, and the Hepa filter which must be cleaned every 2-3 years. There is no difference in how the filteres are cleaned or fitted. Remove the dust container by pressing the release button at the back of the vacuum cleaner and lifting the container.
Lift the two snap catches at the back edge of the vacuum clean and open thefilter cover. Lift out the filter.
Rinse the inside (dirty side) in lukewarm tap water. Repeat the process four times. (Note: do NOT use cleaning agents and avoid touching the filter surface. Let the filter dry and replace.
