That's a dangerously slow speed. You should increase the speed of the fan to between 5000 and 10000 rpms as soon as possible. You risk damaging your processor with that lack of cooling.

Won't start but CPU fan vibrates but will not go full blast. Intermittant

It appears you have a faulty CPU fan and it is causing the CPU to overheat and shut down.
I suggest you replace the CPU fan. remove any dust from the heatsink and put new heatsink compound on the CPU/heatsink.

Every time there is a problem of overheating error and my system shuts down .when i restart my computer cpu produce beeps . motherboard is of Intel 915 series is used.......

When the CPU overheats then it will shut down (i.e. thermaloverload) and won't boot up again until it has cooled down. If this is the problemis not fixed then the CPU will eventually fail.
A faulty fan causes the problem or the fan and heat sink assembly are cloggedwith dust.
Check the CPU fan to see if it spins freely, if not replace the fan.
If the fan and heat sink is clogged with dust the remove the dust and make surethe vents are clear and dust free. Use a can of compressed air to do this.

Overheating intel 915 2.8ghz processor 50degrees

The overheating problem (ie. thermal shutdown) is most likely caused by a faulty CPU fan or dust clogging the CPU fan and heatsink.
Check the BIOS CPU fan speed could be set too low, check the fan speed/temperature setting.
If this problem is not fixed, then the CPU will eventually fail.
Check the fan to see if it spins freely, if not then replace the faulty fan.
If the fan and heatsink are cligged with dust, loosen and remove the dust and use a can of compress air to blow away the dust.

Fans run at full speed under normal task.

THE PROBLEM IS THAT THE CPU AND MB AND PSU IS NOT COOLING OFF ENOUGH AND CAUSING THE FAN TO RUN ON HIGH ALL THE TIME, THE PSU MAY NOT HAVE ENOUGH WATTS POWER TO RUN THE CONFIGURATION TO KEEP THE SYSTEM AND HARDWARE TO COOL.

I READ IT IN ONE OF MY PC MAGAZINE, ANOTHER PERSON UPRADED SYSTEM, ADDED SOME OTHER STUFF BUT THE MB AND POWER SUPPLY UNIT DIDNT HAVE ENOUGH WATTS TO SUPPORT BASIC REQUIREMENTS OPERATING THE SYSTEM BASIC NEEDS.
FIND SOFTWARE THAT KEEPS EYE ON HEAT ISSUES, MB, VIDEO CARD, RAM, PS, CPU, CPU COOLERS, NIC CARDS, SOUND CARDS,
ETC.
EACH PART REQUIRES SO MUCH POWER
AND HERE HOW IT BRAKE DOWN FOR EACH COMPONET

MB 20-35+ WATTS
CD ROM 20-25 WATTS
DVD 30-45 WATTS
DISK DRIVE 5 WATTS
HD 5-15 WATTS
STANDARD VIDEO VARD 5-15 WATTS
MEMORY 5 WATTS PER MB

NEW SYSTEMS WITH THE FOLLOWING STUFF IN IT FLOPPY DRIVE,CD-ROM, MB, 16MB RAM, REQUIRES A MIN. 150 WATTS OF POWER.

BUT I KNOW YOU MAY HAVE TOP OF THE LINE VIDEO CARD WITH GGR4 WITH 512MB
MEMORY, 2-8 GIG OF RAM, 23 INCH LCD MONITOR, 2 500GB HD, BLUETOOTH AND WIRELESS NETORK, AND WIFI CAPABILITIES,
NEW DUAL CORE CPU TOP LINE MOTHERBOARD, COOLED VIDEO CARD,RAM COOLER ALSO AND THIS SYSTEM POWER WATTAGE REQUIREMENTS MAYBE SOME WHERE AROUND 400-600 WATT, AND MOST OF THAT IS FOR THE SYSTEM RAM AND THE VIDEO RAM YOU ARE RUNNING
REMEMBER 5 WATTS PER 1 MEGABYTE OF
RAM
IT WILL ADD UP FAST BOY'S AND GAL'S

ROD

PS I HOPE I DIDNT BORE ANYONE,
IT MAY SAVE YOUR SYSTEM FROM BURNING UP.

Processor fan doesn't start

No, it's not normal. Make sure you have the cpu fan plugged into the proper mb plug. It should not be plugged into a chassis fan plug or your cpu will severely overheat. On the mb there should be either a 3 pin or 4 pin that is marked cpu fan. It will look exactly like the chassis fan pin group but that one will be marked cha fan. If it is plugged into the proper area then you may have a faulty cpu fan. Replace with a new one and see if that fixes the problem. Hope this helps & please remember to rate my answer. Thanks.

Cpu fan noisy /chip fan fail

You must buy a new CPU Fan. You can get them HERE or a zillion other places on the Internet. You need a Socket 939 type fan that will handle your cpu speed. If you need help installing it, it may be in the manual. You can read the manual by clicking on the picture of your MB at the top of this post and then scrolling down.

Hope that fixed ya...
