This sounds like there is a stripped or broken gear in the lens assembly, not allowing the lens to initialize upon startup. The following is a link to a blog that may assist you in solving this problem:
If these suggestions don't help, the camera will have to be serviced. Take it into a camera repair shop, but get an estimate first, since the cost of repair can justify just going ahead and buying a new one.

It's a frustrating catch all error and needs service.The camera may have any one of numerous issues or lens issues. If you have more than one lens, see if the error occurs with both lenses on. If not then it's a lens error. A camera repair facility can plug unit the camera and download a more accurate troubleshooting code. Royal Camera Service in Hanover Park, IL is good source for this problem. The replaced the shutter on my 20D when I got the error 99 code.

What is the problem if the car viberates

There are several problems associated with vibration, the most common being tire problems. If your tires are not properly balanced or are improperly inflated you will get a vibration, especially at higher speeds. If the vibration lessens or stops at lower speed, this is the likely cause and the least expensive to fix. If your tires need balancing be sure to have them dynamically balanced. This method mounts the tires on a special machine which spins the wheel at highway speed and determines accurately where the balancing is needed. The least accurate balancing method (static balancing) is not very accurate and may not fix the problem.
If your car tends to pull to the left or right when you apply the brakes, the problem may be due the front end being out of alignment. You can have a mechanic check the alignment and make necessary adjustments for about $50.

Sorry, but I think that you just have to accept that your camera is irretrievably broken.

Even a professional wouldn't attempt to fix that, and now that you appear to have dislodged a lens element in what is a far more complex than usual lens assembly you'll be wasting your time trying anything more.

Your camera is now around six years old in any case, so has already exceeded it's five year design lifespan.

There is one final trick which you can try, but it will not fix the lens if that part has also definitely broken. You've tried shaking the sand particles out, but try a more vigorous shake using a ******** against the casing. The ones sold as adult toys and as massagers are best, but you can also use the vibrate function on a mobile phone. There's no guarantees though as it's likely that plenty of sand has now got stuck to various lubricated joints inside the camera and this cannot be removed without a full strip down and reassembly. That's usually a professional only task but if you're careful you can go as far as you can as the camera is officially beyond repair already. Only dismantle what you're confident of being able to accurately reassemble if you seriously hope to restore your camera to working condition.

You can take pictures ( without VR function ) by starting your camera from play button then switch to photo !
Lens error appear after a shock . VR mechanism have piezo actuators glued with epoxy resin together with an carbon fiber stick . After a shock applied this epoxy broke so no vibration from piezo is transmitted to slider . It is possible to repair ( cheap , only epoxy and izopropilic alcohol needed ) but skills are necessary

Sony DSC-T10 Cybershot vibration problem

I have the same problem with my Sony T-10. I brought it to a Laker game and it started vibrating in shoot mode. I think because it was so loud during the game when I did try to take a picture, it came out blurry. I shook it a couple of times and it went back to normal. I tried to take a picture in the car and at home, no vibration. I tried it in a night club, where it was loud...and the vibration came back.
There is a sensor in the camera that cannot focus on shooting under loud environment. I took the camera back to best buy for repair...and they said they have heard of such a problem. This is an internal damage inside that needs repair.
