I have a Siemens surpresso S40 with the same problem.
Try to fill the tank with hot water. I dont't know why but it solved the problem for me.

The Primea do not have a float, it have a magnet and inside the machine there are a printed circuit card, this send a signal to the powerboard.

I think the float is up and down, try to take it out and turn it.
Look at the float in the other tank to see if it is same position, the rounded side should be down.
Let me know if you get it to work.

Use a mix of 50% laundry bleach and 50% water.
Half fill the tank and let it soak for several hours.
Rinse tank and refill with fresh water only.
NEVER RUN BLEACH THROUGH THE MACHINE.

A refinement of solution 2 is to bind the cork at the top of the float with floss to avoid any leaching of glue into the water. It also makes sure the problem mentioned in solution 1 (disabling the sensor) doesn't occur.
