Find the drive in Windows Explorer (In Windows XP, Start > All Programs > Accessories > Windows Explorer; in Windows Vista or 7, simply click "Start" and type Windows Explorer then click on the result).
Right-click on the H drive and then left-click format. Then click "Start" to begin formatting.
If this does not work, try this:
in XP, click Start > Run (Vista or 7 Start and then type Run; click on the result).
In the Run box, type this in the box:
(that's format H with a colon after, not a semi-colon)
For XP, press enter. For vista or 7, hold both the CTRL and Shift keys while pressing enter.
