You have a defective motor drive (what we call a DEAD SPOT), it needs to be replaced, after cycling power on and off you have the motor turning long enough to fool the sensor to believe it is working (passing the dead spot)
I also have the same problem with my Xerox 3100MFP which in which I have only replaced the toner once since new. Bottom line, printer is not reliable. This was my first Xerox product but I will steer very clear of them in future.
The first two should be simple to check; hjereis some help with the third option.
Solution : Reset the Fuser Error
CAUTION: The following solution will put the printer in the Diagnostics mode and is only valid for this problem. Follow the steps carefully; any deviation from the process can cause other settings to be changed and / or render the machine inoperable.
If at any time it is necessary to cancel the procedure and start again with step 1, press the [Stop] button four times.
NOTE: This procedure will delete all pending jobs that have been sent to the machine.

Press the asterisk [*] button.
Press the pound [#] button.
Press the [OK] button.
Press the [1] button. ("00100001" changes to
"10100001" at SOS1)
Press the [OK] button.
Press the [Stop] button.
Press the [Down] arrow (Menu) button.
Press the pound [#] button.
Press the [Down] arrow (Menu) button until "T>>Printer"
is selected.
Press the [OK] button.
Power the machine off, and then power the machine on.
Press the [Down] arrow (Menu) button.
Press the asterisk [*] button.
Press the pound [#] button.
Press the [OK] button.
Press the zero [0] button. ("10100001" changes back to
"00100001" at SOS1)
Press the [OK] button.
Press the [Stop] button.
Make a copy to check machine operation.
