Ok, I need to make sure that the power to the outside unit is on both at the breaker panel as well as at the outdoor disconnect. While you are checking, make sure the power is on to the indoor unit. Now make sure the filter is clean to allow air circulation. If the thermostat is calling for ACt, the fan at the outside unit should be spinning. if you hear just a humming, take a stick and see if you can spin the fan. It may be rusted and not able to spin. If it still won't spinn and you cannot hear a hum, check the fuse in the air handler unit. It may be located on the PC Board or in-line of one of the wires. If still no luck, time to call your local AC tech.

If the internal fuse keeps blowing, you either have a short in the wiring or a bad thermostat.

It sounds like your thermostat is calling for AC. Since we are just coming out of the winter months, there is a list of things you need to check:
1- Make sure the breaker in your panel for the AC unit is on.
2- Outside where your A/C unit is, there is normally a power cutout or breaker. Make sure it is on.
3- On your thermostat, make sure that the fan is set to ON and not AUTO or OFF.. AUTO is in most cases reserved for the furnace.
4- Make sure your furnace/oil burner is still on, (not running, just that it still has power) and the emergency switch and breaker is also on. The fan/blower is interlocked through the furnace, and usually powered on the furnace circuit.
-If you still do not have A/C, let me know and we will follow through. 99% of the time, it is one of the above.
Thank you for using FixYa

My heat unit will not blow hot air unless we go outside and hit a button on the back bottom of the unit. Once we do that it will blow hot air for that cycle. when it is time for it to come on it is cold...

If it does not have a furnace or heating elements for heating, then it is a heat pump, which is rare for a central AC system, but makes sense of the fact that it blows warm air when you reset the pressure switch, which may indicates freon pressure charge problem if your AC system has a reverse valve and uses freon to for heating (heat Pump).

Do you get heating when outside unit runs? if you do, check freon pressure levels and top up to required pressures. The button you depress is a pressure reset switch ... that is if your AC system is a heat pump ... which, as pointed above, it is not common for central ACs.

My york central air condenser keeps running. It cools but, it just keeps running.

Some possible problems..turn thermostat where AC compressor should not run. measure lo voltage to the contactor in the compressor housing. If there is voltage there then thermostat is defective. Remove one lead of lo voltage at contactor. Compresor should stop. If not contacts are stuck. Replace or burnish contacts..

Furnace runs on heat, air conditioner does not

If you have a Gas furnace in the Attic then the answer is yes. The outside condenser will not run if in fact you have a gas furnace.

Central air

Most thermostats have a setting for the fan called, "manual". That keeps the fan on continuously. The electronic thermostats can fail in a "fan on" condition. That would require a new thermostat. I also saw one air conditioner with a fan relay welded "on" by electrical surge. That would require a new relay.
