If part of your screen isnt responding to touch then it could be either software or hardware related, best thing to do it back everything up via itunes and if jailbroken cydia stuff through aptbackup, then do a restore in itunes (if jailbroken shift+restore for custom firmware)
Then once it has finished see if this has corrected the problem.
If not, then you have a fault with your digitizer. This is basically a film behind the glass of the screen which tells the iphone where you fingers are etc.
You can buy a new digitizer pretty cheap from ebay, just look up a guide on how to install it (you can keep your exisiting LCD) and this will fix the problem.
