Have you saved anything new on this SD card since the formatting process?
In fact, nowadays, the formatting process will not actually erase everything off from a memory card. The inner stored data is still there and only becomes inaccessible and invisible. As long as it is not overwritten by anything new on the same card, you do have chances to get it all back with a data recovery program.
Here is an efficient formatted SD card data recovery freeware that help you a lot:
http://blog4mark.blogspot.com/2012/12/sd-card-recovery.html
I still remember that this data recovery freeware has offered a special "Format Recovery" mode for the users like you to process the formatted memory card/hard drive data recovery problems.
Therefore, if you are interested, just download it here:

Note: Never try to format a hard drive or memory card without a data backup in the future.

If you formatted the card after the photos were stored on there, the photos were deleted. Format basically cleans the disk to a "like new" condition. Sadly, the pictures are not recoverable.

My Pantech sd card reader is not working

I don't know what machine you are using or the SD device GBs. Older machines sometimes do not read any SD over 2GBs. That said, there may be updated drivers for your machine and devices. Could be the file format isn't compatible. Hard to say with little info to work from.

Copy all your valid information from the SD card to your C: drive, and burn the files to CD-recordable.

Then, insert the SD card into the phone, and allow it to "format" or "initialize" the SD card for use with your Samsung device.

The R725 works with SD cards. While SDHC cards will fit into the slot, they are electronically incompatible and will not work in devices not designed for them. You need to use SD cards, 2GB and smaller.

Maybe there is NO problem with the sd card. I don't know what series Samsung phone you are using but I suggest you read the phone manual about external memory card supporting information. See if this type of 2GB sd card is supported by the phone. Best regards.

Once you plug the mini sd card into the usb device and plug the usb device into your computer it should show up as a hard drive in your My Computer area. If not you may have to initialize the hard drive.
