If I'm not mistaking, you need a NEC PBX to work with that phone. In which case you need to contact your telecom helpdesk to find out what the voicemail phone number is so you can set that up.

I don't know if garmin have a Chinese voice. They probably have and yes it is possible to add voices to the satnav. You need to download and install WEBUPDATER to your computer. It can be downloaded from http://www8.garmin.com/support/collection.jsp?product=999-99999-27

When it's installed connect your satnav to your computer and run the WEBUPDATER program. It will search for software updates. Install any that it finds and when it's finished it will give you the option of downloading optional downloads. These include voices. Select the voices you want to download and they will be downloaded to your satnav.

You need to disconnect the satnav safely from your computer, like a memory stick or external harddrive. When it's disconnected start up the satnav and press TOOLS, SETTINGS, LANGUAGE & VOICE. Select the voice you want. All the downloaded voices should be available to you.
