Sounds to me like the float needle valve in the carb is leaking. This will cause fuel to over flow out of carb, and will even get into the engine oil. Check to be sure that float is not got gas in it the can go bad. Also check float adjustment. Check needle and seat very carefully for dirt or wear. Just the slightest bit of dirt or wear can cause it to leak. Hope this helps.

I HAVE A TORO S-620 was running fine but stalled and now pully rope won't release and won't start using electric start.any ideals as to why?

It may have stalled due to flooding and the pull starter wont work because the engine is hydrolocked. Take off the spark plug and see if the pull starter frees up. If it does than I think your electric start will work again as well. The cause of the hydrolocking may be a hung open float in the carb. Which maybe due to fuel gelling in the carb from long periods of sitting. So the Chem-Tool idea is a good one but I would also check the carb by having someone take the carb bowl off and looking for gelled fuel.

Ford Ranger Carburetor Problem

Usually there is an electric heater on the side of the carb that opens the choke. You may want to check the heater to see if it has voltage and if it is working.
The linkage for the choke can get sticky or dirty and not work. Basic gravity and a spring opens the choke so the linkage must move freely.

I would check the govoner spring, maybe it is worn out or isn't on correctly.

If this isn't the case I would check the fuel air mixture screws if your carburator has them, maybe it is getting too much fuel when the throttle is turned up.

As far as carbs you turn your fuel to the off position and check the fuel cap vent system....too much pressure in a full tank and an open petcock my cause those bowls to over-flow. drizziling fuel into the carbs. Wet plugs in the morning.....hit the kill switch and crank for 5 sec.with throttle wide open, then wait 10 sec put kill switch back to start and try might also have the wrong fuel pump installed!

My 1987 firebird keeps flooding out, why?

Several things can cause this but start by verify the choke pull off which is responsible for opening the choke plate after engine has started. It will recieve engine vaccum once started and open to allow air into the carb. This is a vacuum dash pot/pull-off externally mounted to the carb with a linkage arm to the choke plate.Without this opening, the engine will be starved for air and put you into a full rich condition. Another external device wchich can mysteriously cause rich conditions is the canister purge valve. It can introduce raw fuel and vapor on start up when failed. It is a black plastic valve near the carb with small and large vacuum tubes.

likely you air to fuel ratio is too lean, runs mean and hot but under load dies. then floods the carb.
when it happens pull the plug ,
kill engine :
is there a lot of gas or none.
remove the filter and watch the action of the carb does it open and close easily is the filter clean.
try supplying it more gas turn the gas supply screw 1/2 CCW and see if it will stay running, if not add more.
( NOT the idle screw on the carb side w/spring )
By the way did a bit of water come out if not the clutch/pump may be binding or stuck with soap goop.back flush with hot water.
