When the computer is turned on, the monitor screen becomes fuzzy, as if it is a TV without satellite signal. It is a XEROX 19" LCD monitor, and a Philips iQon Desktop (running on Windows Vista).
We have tried using another monitor, but the problem remains. There is no picture and the Tower is on. We have checked cables and power supplies.

Try to decrease your screen resolution. see attach picture: or restart your computer then if windows xp booth press F8 then choose ENABLE VGA MODE. press enter.
With the pixels acting up and the monitor having the same problem on any computer that its connected to. The screen itself is bad and since there are no replacement screens for that monitor, you would have to buy a new monitor or get it replaced if its under warranty.
you have to disconnect all the cables, and let signals start coming from the dvd to tv, if that works without the square colour.
later start connecting one by one to the tv, this way you are able to troubleshoot a cause.

so u have to do this just chek ur monitor cable its not pulg in cpu
so reconnet ur monitor cable in your cpu

Here is one small solution.
goto start: -> control panel -> display
click on the "appearance" tab.
then click on "effects"
check the box that says: Use the following method to smooth the edges of screen fonts (and make sure to choose "cleartype")
You should notice the fonts are a little sharper as well as having a backdrop.
