This application has failed to start because wpcap.dll was not found. Re-installing the application may fix this problem

its not the mother board

Download Wpcap.dll From the Internet
If the wpcap.dll is missing, you may try to download and install wpcap.dll file from a reliable and trustworthy online DLL Directory to repair the error. 1. Go to Start menu and select Run.
  2. In the Open box, type cmd and press Enter.
  3. Finally, to register the DLL, type regsvr32 wpcap.dll and press Enter.

You need to uninstall the offending program and reload it, and that should resolve the issue. BACKUP FIRST.

Iiriver 3 failed to start SMV.dll was not found

Search google for smv.dll. A lot of people have this problem and apparently the manufacturer says you need to remove the current version completely and then download the latest version which fixes the problem from the manufacturer's website.
