Hello, W/D here.
If you look at the chain that comes up from the flapper to the flush handle, you'll see that it attaches to the flush handle with a clip. Open the clip, and take up more of the chain, to where the chain has just a little bit of slack in it when everything is at rest. This should raise the flapper higher.
