since they haven't explained how to use the temperature controls I suppose it is very simple. try pressing either one of the temperatures it should go up or down and eventually turn to the other direction or start over.
NOTE: If you want to change °F to °C or the reverse,
press and hold FREEZER key and REFRIGERATOR key
simultaneously for 5 seconds or more.
I will look for another manual, as these are taken from another models manual.

Depending on the correct model number found inside the
fresh food section will help diagnose but it sounds like either a defective
temperature sensor or the damper itself is the cause. If your model number is a
USA model number I can look up what part number and tell you better by looking
