I had the same problem this is what happened on my case
maybe you are trying to open the application with out the camera
try plugging the Camera then open the aplication.
or
if you downloaded the software make sure you have the correct software (on might case I dowloaded the Chameleon Mega Driver instead of the right one)

With Windows 2000/XP operating system no Camera software is needed. If you can switch back to XP and leave the camera software out - Windows can do it all by its self.
If you are still in 98 and it is USB able then this same may be true {I have forgotten] The idea is that camera software general is a bit naff or worst an absolute hindrance. Plugging a camera into a USB socket is the same as plugging in an external drive That is what in fact the computer sees
