Unknown how you would find it by serial number, but a search of eBay using words like Franklin Sewing Machine might find a similar model to get a better date.
Too difficult to guess because there are too many considerations that go into value. You may watch eBay (or other resale sites) and see if there have been any listed or sold. More than likely, the machine was made by another company and sold under J. C. Penney's name.
Good luck. I've never found anything reference to any online or hard copy for any Euro-Pro. You might try calling HSN or QVC whomever it was that sold these... and see if they can get you one.
