This is not a monster you wanna open and play with as I've seen this puppy and its loaded with flex cables connecting all the differant pcb's together. You wanna take this or send out to a camcorder specialist please. You also need a special set of these cables to work on this unit as well as a few special service jigs. Good Luck

This is a common problem. The code indicates that the sensor for the supply reel has indicated lack of motion. If you have a cleaning tape, try it first because if the head drum hesitates, reel error codes often appear. If this doesn't help you are in for a service situation. There are other electronic failures that can cause false codes and operations in many cases. These usually involve cable connection failure. You still need a qualified servicer. I think AC power charger of your camera got defective first and later on battery lost its charge so no power for camera now to power up.
Try to borrow same charged battery from friend. neighbors etc and test your camera.
If camera power up, it is sure that charger has gone and you need new one.
let me know in that case to guide you further.

do you still have the software that came with your camcorder? if not you just need to finalize the disc and connect via usb and use a dvd ripping software. if yes then you still need to finalize disc and use the software to transfer videos to pc.

Tips for a great answer:
try the following.
remove the battery and connect the AC adapter
Turn on the camcorder (without battery)
If the camera turn on, maybe you need replace the battery (lifetime one year)
Place the battery sliding it in the direction of the arrow
Connect the AC adapter in Jack (camcorder)
The Led Charger "CHG" lamp lights up. When the battery is charged, the light turn off.
I hope the information will be helpful.
