All power outlets went out. I replaced the fuse in the side panel but, as soon as I plug anything in, I can hear the fuse pop. I have checked all the other fuses andit is the only one that is blown.

You will need a new power outlet / cig lighter socket. The side tabs can get bent, and it will internally short and blow the fuse, whenever something is installed. Visually look inside the socket to see if the 2 side tabs (ground) are bent inward or downward. The center dot at the very bottom is the power, if it touches the sides or the tabs it will blow the fuse. It could also be the appliance you are plugging in, try something different (like a phone charger).
