Log in to your Skype account at Skype.com. The site will ask you for yourusername and password.
Go to the "Subscription settings" link on the right side and clickit.
Click on the "Cancel subscription" link on the left side of thepage. On the next screen, the system will ask you whether you are sure that youwant to cancel your subscription. Click the "Yes" button. You will beprompted through the final steps.
However, if You would like to exercise your right to view, correct, complete or remove Your Personal Data, please contact Skype at firstname.lastname@example.org. Within a reasonable period of time and upon verification of your identity, Skype will fulfil Your request, provided Skype will not act contrary to applicable legislation by fulfilling your request.

To delete a Skype account permanently, you need to send a request by e-mail to email@example.com. They will permanently remove all of your data after verification of your identity. You can also do almost the same thing as deleting it by changing the name to random letters that no one will find, and then deleting all of your contacts. No one will ever find it again.

If you are using the latest version, v5, then try
uninstalling and reinstalling the software. If you are using an older version
If using Vista this fix may also help:
1. Exit Skype on your PC
2. Go to "C:\Documents and Settings\\Application
3. Delete your account (I deleted all my accounts)
4. Launch the Skype
