This is a cartridge issue. Replacing the cartridges should rectify this if it is a two cartridge printer. If your printer takes individual colours you will need to run the head cleaning procedure from the "printer Properties" section of Control panel.

Try cleaning the paper rollers and the print head.
Use a wet cloth to clean the paper rollers.
Use a little amount of water and some alcohol (Isopropyl alcohol) to clean the print head. (You may not need to do this if your printer cleans it automatically through software utility.
This may be also have caused by the low ink level. Replacing the cartridge should solve this problem.
