You can either log into your fb account go to settings, and click on delete account, or you can contact facebook, and they will help you. Either way you can permenately remove your facebook account.
This seems to be reoccurring problem...the best 2 things I can tell you is either try a new browser like Mozilla FireFox or Chrome or just wait it out...Facebook is going through a lot of changes lately and could have problems with servers.
